The landscape of Malaysia’s political-economy is changing – even more so since the peaceful transition of power at the federal and state government levels after the historic 14th general election on May 9, 2018.
It has also been a period of uncertainty for many people as the Malaysian government tries to meet the high expectations of the various segments of society.
At INSAP, we believe in collective decision-making and that the government of the day must consider diverse views from the masses to effectively craft public policies for the country.
For over 30 years, INSAP has been at the forefront of providing timely and independent analysis to the government of Malaysia, the legislators and policy makers – and we intend to continue to be the voice of reason through advocacy to the government, public engagements, and collaboration with other government or non-governmental organisations.
We will continue to build on our strengths and network to further our cause of creating a better Malaysia for all.

The Institute of Strategic Analysis and Policy Research (INSAP), established in 1986, is one of the pioneer think-tanks in Malaysia, focusing on political-economic research. A not-for-profit organisation, INSAP develops long-term strategies and policies which are relevant to the interests and aspirations of Malaysians.
Since its early days leading to its corporatisation in 1995, INSAP has produced strategic reports and recommendations for the Malaysian government. They include participating in stakeholder engagements for the Malaysia Plan, the country’s annual budget, the National Education Blueprint and various policy discussions at federal, state and political party levels.
INSAP also provides research for representatives in the National Economic Council (MAPEN 1) and hosted the Malaysian Chinese Economic Consultative Council (MCECC) chaired by Dato’ Seri (now Tan Sri) Ong Ka Ting until 2008.
INSAP bridges think-tanks, institutions of higher learning and government-related organisations from China with their counterparts in Malaysia in an effort to strengthen bilateral relations and help Malaysians businesses tap into the development programmes under China’s One Belt One Road Initiative.
INSAP works closely with ministers, deputy ministers, elected representatives, non-governmental organisations and interest groups in furthering the cause of enhancing public welfare and economic development in Malaysia. INSAP provides fresh perspectives and bold recommendations to Malaysian legislators, policy formulators, decision-makers and community leaders and assist legislators and policy-makers in the formulation of strategy and way forward on a range of economic, social, education, security and ethnic relations issues.
We organise forums and international conferences to highlight pertinent issues.
