Kuala Lumpur, 25 November 2024 – The 15th Asian Conference of the Valdai Discussion Club is set to convene on December 9, 2024, at Royale Chulan Hotel, Kuala Lumpur, marking a significant milestone in fostering constructive dialogues on the most pressing issues shaping geopolitical and economic landscapes of our time. Organized by the ValdaiDiscussion Club, Bait Al Amanah, Sasakawa Peace Foundation, and Institute of StrategicAnalysis and Policy Research, this gathering will bring together policymakers, academics, thought leaders, and industry players from Malaysia, Russia and the broader Asia-Pacific region.

Prioritizing Prosperity: INSAP urges government to enhance support for middle-income groups and aging population

INSAP welcomes the Ministry of Finance’s position to strengthen Malaysia’s fiscal position and to ensure wider coverage of assistance or welfare aid for the lower income groups, including people with special needs and marginalized groups. We understand that the government is laying the foundation for the eventual removal of subsidies for fuel and other essentials that would see rise in prices. However, we caution that the staringly lack of reform in the tax regime and support system for the working class or middle-income groups could potentially erode prosperity and wellbeing these group in the future.

BUDGET 2025: CHARTING A COURSE THROUGH GLOBAL HEADWINDS

As the Minister of Finance prepares to table Budget 2025 this Friday, the nation stands at a critical crossroads. The upcoming fiscal blueprint arrives amid persistent inflation, geopolitical tensions, and shifting trade dynamics, presenting both challenges and opportunities for our economy.

1. The Time for GST to Return: Reintroducing GST could simplify Malaysia’s tax system and generate RM20-30 billion annually. Despite political resistance, many believe now is the time to reconsider it for greater revenue stability.
2. Investing in the Future of Malaysia: Budget 2025 should focus on healthcare, education, and green technology to drive economic growth. Investments in healthcare and technical education will improve livelihoods and align with future industry needs.
3. Malaysia to Capture World’s Attention with ASEAN: As ASEAN chair in 2025, Malaysia has a strategic opportunity to lead regional integration and sustainable development, leveraging its green economy initiatives.
4. Support for MSMEs: MSMEs need enhanced support through digitalization, technical assistance, and outcome-based financing. Integrating informal workers into social protection schemes will foster inclusive growth. Healthcare access for workers is also crucial

PRESS STATEMENT: Advocating Tax Reforms for a Prosperous Malaysia

Kuala Lumpur, 2 October 2024—The Institute of Strategic Analysis and Policy Research (INSAP) welcomes recent comments by Datuk Koong Lin Loong, the Treasurer-General of the Associated Chinese Chambers of Commerce and Industry Malaysia (ACCCIM), calling for the government to help small, medium, and micro enterprises (MSMEs) and the general public manage the increasing costs of doing business and the cost of living in Malaysia.

On the same note, INSAP wishes to point out that we took a step further by putting a similar proposal in our memorandum to the Ministry of Finance handed to the Second Finance Minister on 18 September 2024. In our tax reform paper to the ministry, INSAP researcher Wong Yun Tinn also called for the government to increase personal relief from the existing RM9,000 to RM15,000. For the record, the last revision of personal tax relief was over 14 years ago, which is not in line with the current rising cost of living. Policymakers must implement effective measures to safeguard the B40 and M40 households from the increasing cost of living.

MCA: Pelangai by-election shows the Chinese have returned to BN, warming up to voting for UMNO

MCA wishes to congratulate Barisan Nasional (BN) candidate Datuk Amizar Abu Adam and the entire BN machinery for the success in retaining the Pelangai state seat in yesterday’s (Oct 7) by-election.

The victory is a result of long hard work by BN and its component parties, namely UMNO, MCA and MIC in working the ground to ensure the legacy of the late Datuk Seri Johari Harun could continue under the leadership of Amizar and Pahang BN led by Menteri Besar Datuk Seri Wan Rosdy Wan Ismail.

MCA is grateful to voters in the Pelangai constituency for continuing to place their trust in BN.

《南洋》华裔选民回流支持国阵 杨燕美:成就柏朗埃胜绩

马华策略分析及政策研究所副主席拿督杨燕美认为,华裔选民回流并支持国阵,包括支持来自巫统的候选人,成就了国阵在柏朗埃补选的胜利。

她发文告说,这场补选的胜利必须归功于国阵,包括其成员党巫统、马华和国大党在基层的长期努力。

“在过去两周,马华总会长拿督斯里魏家祥博士亲自领导助选机制,包括出席多场活动,会见当地居民和支持者,以个人直接接触选民的方式,对马华有效协助国阵竞选非常重要。”

杨燕美也赞扬由拿督斯里何启文所领导的马华彭亨州联委会及拿督简民发所领导的马华文冬区会,包括整个马华竞选团队,竭尽所能的联系并接触选民,鼓励选民踊跃投票。

BARISAN NASIONAL STILL HOLDS A BETTER CHANCE IN WINNING DUN PELANGAI

Our key findings indicate Barisan Nasional (BN) holds a better chance compared to Perikatan Nasional in this battle which was triggered by the passing of former ADUN, the late Datuk Seri Johari Harun. Overall response from the 120 people we spoke to said they (62.5%) preferred BN to win in DUN Pelangai noting the contributions of previous ADUNs including the late Datuk Seri Johari and Tan Sri Dato’ Sri Haji Adnan Yaakob, who was also the former Menteri Besar of Pahang.
